Were British Jets ‘Buzzing’ Russian Warships As They Crossed The English Channel?

I could be wrong …. but looking at the above photo I have to wonder if this British jet is close enough that one can claim that it is “buzzing” the Russian warship …. something the Russians are always being claimed of.
