nVipul was bornnand brought up in Bikaner, Rajasthan. Both of his parents are working asnGovernment teachers. Vipul has always been a studious boy and scored goodnthroughout his academic career. After completing graduation from DungernCollege, he took admission in a Business School in his home district and wasneyeing to somehow get into the corporate world. However, his parents suggestednhim to look for opportunity in Civil Services. He appeared in RajasthannAdministrative Services Examination and cracked it in 2001.

nWhile working asnNaib Tehsildar, an incident changed his mind again and compelled him to go fornbig push with an attempt in the UPSC Civil Services Examination. A person hadndied and opposition parties had blamed that the reason behind death is hunger.nAn enquiry was ordered by the state government which didn’t found any truth innthe allegation. However, the District Magistrate asked his subordinates to makena list of people who are in distress and can’t even arrange foods. A list wasnprepared by Vipul Ujjwal with 40 names. However, the list was trimmed down ton20 as people around Vipul thought that the DM may find it hard to digest thatn40 people are in such a distress. Vipul was broken as he had worked hard tonprepare this rather small list. At that very day, he decided to go for CivilnServices Examination.

nVipul startednpreparation, but was not able to go past the Preliminary Examination. It tooknhim seven attempts for him to finally crack the coveted examination. It shouldnbe noted that in 2008, the maximum number of attempts allowed for an OBCncandidate was seven in the UPSC Civil Services Examination. In his lastnattempt, Vipul didn’t leave any stone unturned and the result was for everyonento see as he got an All India Rank of 14.

nVipul Ujjwal isnmarried to Sonali Giri. Both are OBC and IAS officer from the same batch withnsame state cadre of Punjab. Vipul and Sonali came closer during training atnMussorie and later decided to tie the knot. They have a daughter named Kiera.

nApart fromnsharing services and cadres, both Sonali and Vipul are passionately involved innimproving urban lives. They are passionate about urban e-Governance, especiallynmobile Governance. The manifestation of their passion can be found in theirnattempt to develop some mobile apps which can immensely help general citizen.nRecently, they developed a mobile application for finding clean toilet innPunjab. Hopefully, this application will be enlarged enough to include allnparts of India in future. Previously, they were appreciated by the ElectionnCommission of India for developing a mobile application for the help of voters.
