n“Freedom”nand “democracy” are not necessarily easy to achieve. Certainly,ndeclaring a nation free or democratic doesn’t make it so. InnBurundi’s case, corruption undermines the “rule of law,” andncontinuing violence between ethnic groups makes it hard to pullntogether to face other horrible problems such as the HIV/AIDSnepidemic and food shortages.
