“When the sessions ended, there was a very strong fog in the hemicycle”, remembers Jorge Laco with humour. Tobacco was to blame, as were the times when the rules for smokers were much less strict, to the point of being able to smoke during the plenary session. Until the mid-1980s, someone thought it was too much. A debate was scheduled to ban such a practise, but resistance soon followed.”
It was a very strong discussion and transversal to the various benches”, recalls the socialist. “There were deputies remarkable in their political capacity and intellectual training who argued that, having been elected as smokers, they should be respected in that capacity until the end”.
