One of those times, the country hadnbeen invaded by forces under the rule of Cardinal Giulio Alberoni. Hencreated a new constitution and demanded that the people accept thengovernment of the Papal States (an area of Italy under the directnrule of the Pope, the leader of the Catholic Church).

nThenpeople of San Marino protested the occupation. They also secretlynsent letters to the Pope protesting Cardinal Alberoni’s takeover andnreminding the Pope that an earlier Pope had declared San Marino annindependent state.
